The Colorado Division of Homeland Security and Emergency Management (DHSEM) announces cost-share changes to funding opportunities for eligible jurisdictions to reduce long-term risks from natural hazards with assistance from FEMA’s Hazard Mitigation Grant Program (HMGP). This notice is not exclusively for emergency managers, but also for elected officials, community employees that implement and supervise physical projects and other members of our communities.
President Joe Biden signed the Consolidated Appropriations Act of 2022 into law on March 15, 2022. This law changed the federal cost-share for most HMGP projects from 75 percent to 90 percent. This applies to projects DHSEM funds from the HMGPs tied to the East Troublesome and Cameron Peak Fires, COVID-19 and the Marshall Fire (DR4634 Boulder Fires and Straight-Line Winds). Our other FEMA programs still have a 75 percent federal cost-share. We expect to receive more requests for the 90 percent federal cost shares than are available so please begin working on your applications or complete the ones in progress.
