Federal Disaster Assistance Programs
DHSEM works with multiple federal agencies to provide assistance to communities following a disaster or large scale emergency. The FEMA assistance may be triggered when impact indicators are met and documented. In 2025 the FEMA Statewide Indicator is approximately $11.3 million. These programs include:
- FEMA Public Assistance (PA) Grant Funding is a reimbursement program that is available to state, tribal, territorial, local governments and certain types of private non-profit organizations.
- Reimbursement is an allocation of 75 percent federal share and 25 percent non federal share for all eligible costs.

- FEMA Individual Assistance (IA) Program
- Individual Assistance is limited helping make individuals safe and secure. It is not designed to make a person whole or replace property insurance.
- FEMA Individuals and Households Program (IHP) may provide assistance for people who are uninsured or underinsured. IHP assistance may include:
