Federal Disaster Assistance Programs

DHSEM works with multiple federal agencies to provide assistance to communities following a disaster or large scale emergency.  The FEMA assistance may be triggered when impact indicators are met and documented. In 2025 the FEMA Statewide Indicator is approximately $11.3 million.   These programs include:

  • FEMA Public Assistance (PA) Grant Funding is a reimbursement program that is available to state, tribal, territorial, local governments and certain types of private non-profit organizations.
    • Reimbursement is an allocation of 75 percent federal share and 25 percent non federal share for all eligible costs.
    • Eligible Types of Work
      • Emergency Work including debris removal or emergency protective measures
      • Permanent Work that must be completed within 18 months

        • Water Control Facilities
        • Public Buildings and Equipment
        • Public Utilities
        • Parks, Recreational and Other Facilities
    • FEMA PA Process and Flow Charts
  • FEMA Individual Assistance (IA) Program
    • Individual Assistance is limited helping make individuals safe and secure. It is not designed to make a person whole or replace property insurance.
    • FEMA Individuals and Households Program (IHP) may provide assistance for people who are uninsured or underinsured.  IHP assistance may include:

  • U.S. Small Business Administration Disaster Assistance Program
    • U.S. SBA provides low interest rate loans in declared disaster areas affected by declared disasters, including civil unrest and natural disasters such as hurricanes, flooding, and wildfires..
